SAFEDOR Book "Risk Based Ship Design"

The book “Risk-Based Ship Design” (ISBN 978-3-540-89041-6) is a major result
of the SAFEDOR project. It describes methods, tools and application of risk-based ship design
and aims to provide an understanding of the fundamentals and details of the integration of
risk-based approaches into the ship design process.

SAFEDOR Closing Meeting
---------------------------------------------
The SAFEDOR closing meeting has attracted more then 70 participants,
including delegates from classification companies, shipowners, yards,
component makers, flag states and universities to Germanischer Lloyd
in Hamburg. In a two-day workshop, the SAFEDOR members met to discuss and exchange ideas and project results.

National Maritime Research Institute (NMRI) held workshop
on risk-based approaches to maritime

The Workshop on 22nd and 23rd of May was co-organized by the EU funded
project SAFEDOR and supported by the Japan Society of Naval Architects
and Ocean Engineer (JASNAOE) and Japan Ship Technology Research
Association (JSTRA). The Workshop concentrated on risk-based ship design
and approval and the effects when the new approaches will be introduced.
During the Workshop, 16 presentations from Europe, Korea and Japan and very
active and substantial discussion among presenters and audience took place.
101 experts participated and received state-of-the-art information
on risk-based ship design and approval, risk modelling and risk evaluation
criteria, and future goal-based regulations of IMO.
In his introductory talk, Mr. Koichi Yoshida, Director of Centre for
International Cooperation at NMRI, underlined why risk-based approaches
are important for the maritime industry. He said that “the workshop aims
to improve the understanding of risk-based approaches and to intensify
international collaboration possibilities for future rational and practical
rule making.”
On the 1st day of the Workshop, presenters introduced latest technological
achievements with respect to risk-based design, Risk models, tools,
cost-benefit analysis, prediction of capsizing probability of an intact ship etc.
and discussed the availability of tools and applicability of the new approach.
On the 2nd day of the Workshop, the presenters introduced a possible approval
process for risk-based ship systems, criteria for risk assessment and current
IMO discussion relating to Goal-Based Standards and Safety Level Approach.

SAFEDOR mid-term conference: 2007-05-07/08

The SAFEDOR Mid-Term Conference attracted a large number
of participants - worldwide and covering the complete spectrum
of maritime stakeholders. Presentations during the two-day
conference described the achievements of SAFEDOR in the first
two years along the thematic lines "risk based design" and
"risk based approval".
The discussion - sometimes controversial - showed the need to
further consolidate, communicate and demonstrate the
SAFEDOR concept - a clear job for the two SAFEDOR years to
come until January 2009.

European Commission gives "green light" to go ahead

As a result of the review meeting with the European Commission
in Brussels on 2006-05-03, the Project Officer Mr. de Bock has
agreed to further support SAFEDOR and to approve the financial
support by the EC until project month 30.

IMO continues on its road towards a goal-based regulatory framework
---------------------------------------------
At MSC 81, the debate on GBS continued. The Committee agreed to
continue with the development of GBS for bulk carriers and tankers,
based on the work done so far on the subject (the prescriptive
approach), with a view to finalization at MSC 83, and
simultaneously work on the more holistic safety-level approach
as part of a long range work plan. It was also foreseen that the
safety-level approach would prevail in the future and be applied
to the entire ship and not only to ship's construction.
A new correspondence group was established to work on the safety
level approach intersessionally. The correspondence group should
collect information on the current level of safety (measured by
risk), examine Tiers I and II as agreed under the prescriptive
approach and identify any changes necessary to adapt them to the
safety-level approach and develop a long-term work plan.
The outcome of MSC 81 can be seen as a starting points for the
development of a complete risk-based regulatory framework.

The annual report for the first project year has been delivered
to the European Commission.

"SAFEDOR" open workshop 2006
---------------------------------------------
The SAFEDOR 1st year workshop was held on Tuesday 14th February 2006
at the IMO headquarter in London.
Focal point of the workshop was the communication of the latest SAFEDOR results
and the promotion of the concept of Risk Based Design to a community of
marine engineers, naval architects and decision makers from approval authorities.
The one day work shop dealt with the risk-based ship design and approval process,
with risk evaluation criteria, FSA studies on selected ship types (Cruise Ship & LNG),
design tools for safety performance prediction, innovative safety-critical technologies
and the validation and application for innovative ship designs.
With more then 180 participants, the workshop has demonstrated the vital interest of
industry and decision makers from governments for Risk Based Design.

The Contract has now been signed also by a representative of the Commission.
The Contract is thus in force.

"SAFEDOR" Contract cleared
---------------------------------------------
Today Germanischer Lloyd has received the Contract with the European Commission.
After signature by GL, all 52 contractor organizations receive the
invitation to accede to the contract by signing the respective Form A.
The contract enters into force upon receipt of Form As from three
different EU countries by the Commission.

First Summer Meeting for "SAFEDOR" in Glasgow

The first SAFEDOR summer meeting was hosted by SSRC in Glasgow.
SAFEDOR bodies to meet were the Steering Committee, the Project Management
Committees and the Workpackage Management Committees.

Kick-Off Meeting for "SAFEDOR"

The SAFEDOR Kick-Off meeting has attracted more then 100 participants,
including delegates from classification companies, shipowners, yards,
component makers, flag states and universities to Germanischer Lloyd
in Hamburg.
During this 2-days event, which was dominated by intensive group work
and discussions within the individual work packages, the first steps
were made towards the concrete individual goals.
Along with the technical work, an Advisory Committee was established
under the participations of CESA, EMEC and IMO. Further member sof the
AC are ECSA and ITF.
